MPs on Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) have queried the competence of staff hired by Uganda Civil Aviation Authority (UCCA) to manage Uganda’s Aviation industry.
This is after the Auditor General’s report revealed that some of the staff were hired without minimum qualifications, and some didn’t undergo interviews.
The findings in the December 2023 Auditor General’s report indicate that the authority recruited 136 staff on contract and permanent basis with a monthly remuneration of Shs254,579,391, without evidence of interview assessment
The report adds that their files lacked evidence of decisions of relevant authorities of competences and qualifications of the staff.
Chairperson of the committee Hon. Medard Sseggona (Busiro East) adds, “79 were appointed to various positions without meeting the minimum qualifications for the positions, and the review of the staff files revealed that the authority had neither confirmed nor terminated 9 employees who had served for a period more than the maximum mandatory probation period of 12 months.”
Jennifer Etit, Manager Human Resource responds, “We keep our records in two areas, physical and in the system. So we later got them from the system and printed them, they are the ones that we have provided.”
