Commissioner of parliament and the former Leader of Opposition in parliament, Mathias Mpuuga, is calling for electoral reforms as Uganda enters the electoral cycle leading up to the 2026 general elections.
While addressing the media this afternoon he has expressed concern over the lack of a democratic transitional plan and the need for the return of the presidential transitional bill in parliament, as president Museveni enters the evening of his career.
“How do you go into an election when you have a president that is in the evening of his career and life without properly discussing the transition and what sort of transition,”Mpuuga asks.
“You remember the Dr. Lulume Bayiga bill that failed in the 9th parliament, the Presidential Transition Bill. It’s high time this conversation returned on table to be part of the national conversation on how you transition from one person to the other,” he adds.
“You witnessed an election in the UK in which a party lost and on the same day a transition took place, so how can we be a pack of gamblers when we are discussing democracy and transitions, there is no doubt the NRM or Gen. Museveni will leave power so should the transition be chaotic and who is the guarantor of our democracy,” Mpuuga queries.
